The dataset highlights key OPS workforce demographics extracted from the OPS payroll reporting system (WIN), including:

  • OPS size
  • Age and tenure
  • Annual sick leave credit usage
  • OPS salaries
  • OPS compensation data by gender

A data dictionary is included to define all workforce demographics, metrics and limitations.

This data has been released due to the demand expressed through a public vote to determine which datasets the Government of Ontario should publish. This was the fourth most voted on dataset out of a pool of approximately 1000 entries.

The Data in this report is as of March 31, 2025, unless otherwise indicated.

FTE Allocation Numeric

The maximum number of Full Time Equivalent staff (FTEs) the Ontario Public Service (OPS) can employ.

FTE Actuals Numeric

The actual number of Full Time Equivalent staff (FTEs) employed by the OPS. It does not include students, seasonal staff, Interns, articling students. Effective April 2024, all employees on leave of absence are not included

Variance Numeric

FTE Actuals (column C) minus FTE Allocation (column B).

Student FTEs Numeric

The number of students (FTEs) employed in OPS youth employment programs.

Intern FTEs Numeric

The number of interns (FTEs) employed in internship programs in the OPS.

Seasonal FTEs Numeric

The number of seasonal staff (FTEs).

Pending LTIP and Salary Continuance FTEs Numeric

The number of staff pending Long-Term Income Protection (LTIP) and salary continuance (FTEs).

Total Staff Strength FTEs (basis for remaining columns) Numeric

The total number of staff (FTEs) in the OPS (sum of column C, and columns E through H).

Regular FTEs Numeric

The number of regular (indeterminate end date) FTEs.

Non-Regular FTEs Numeric

The number of non-regular FTEs.

OPSEU FTEs Numeric

The number of staff represented by the Ontario Public Service Employees' Union bargaining agent (FTEs).

AMAPCEO FTEs Numeric

The number of staff represented by the Association of Management, Administrative and Professional Crown Employees of Ontario bargaining agent (FTEs).

OPPA FTEs Numeric

The number of staff represented by the Ontario Provincial Police Association bargaining agent (FTEs).

ALOC/OCAA FTEs Numeric

The number of staff represented by the Association of Law Officers of the Crown/The Ontario Crown Attorneys' Association (lawyers) bargaining agent (FTEs).

AOPDPS FTEs Numeric

The number of staff represented by the Association of Ontario Physicians and Dentists in the Public Service bargaining agent (FTEs).

PEGO FTEs Numeric

The number of staff represented by the Association of Professional Engineers and Architects of the Government of Ontario bargaining agent (FTEs).

PSAT FTEs Numeric

The number of staff represented by the Provincial School Authority Teachers (schools for the disabled) bargaining agent (FTEs).

Total OPS Unionized FTEs Numeric

The total number of staff represented by bargaining agents (FTEs) in the OPS (sum of columns L through R).

MCP FTEs Numeric

The total number of staff belonging to the non-bargaining Management Compensation Group (FTEs) in the OPS.

SMG/ITX FTEs Numeric

The total number of staff belonging to the non-bargaining Senior Management Group and Information Technology Executives group (FTEs) in the OPS.
